Executive Summary: Geocoding Homes in Nigeria - A Path to Socio-Economic Empowerment

The Blessing Life Foundation, a recipient of a Google for NonProfit grant, has embarked on a groundbreaking initiative to implement a geocoding system for property ownership in Rivers State, Nigeria. This project aims to address the gaps in Nigeria’s current addressing system, where 90% of the landscape lacks complete zip code and address systems. The absence of geographic references in the national database hampers various sectors, from logistics to security.

Geocoding, the process of converting physical addresses into geographic coordinates (latitude and longitude), enables easier mapping of properties, while reverse geocoding allows for converting coordinates back into human-readable addresses. By establishing this system, the project creates a digital infrastructure where properties can be easily located, cataloged, and registered.

1. Security: A geocoding system improves response times for first responders by providing accurate location data, reducing delays in emergencies. It helps identify property owners and occupants, which is crucial for security investigations.
2. Logistics: Efficient mail and goods delivery systems are vital to economic growth. This project enables businesses to optimize deliveries and reduce losses in perishables, such as tomatoes, by improving the logistics infrastructure.
3. Tax Revenue: Geocoding allows for the integration of property ownership data with existing local, state, and federal tax systems. With states having over 100,000 buildings, a modest tax fee can raise millions in revenue, providing resources for further infrastructure development.
4. Socio-Economic Empowerment: By providing easy access to ownership documents, this initiative empowers communities, particularly in economically distressed areas, giving individuals the means to secure property rights and participate in formal financial systems.

The project will utilize technologies such as Remote Sensing, GPS, and Geospatial Systems, supported by web and mobile applications for public use.
